Important: The NT does not have a general first home buyer stamp duty concession. The HLPE is the only stamp duty relief available and is not restricted to first home buyers — any buyer meeting the eligibility criteria can claim it.

Must be 18 years or older
Australian citizen or permanent resident
Not restricted to first home buyers — any eligible buyer can claim
Purchase must be a house and land package as a single contract from a registered builder
Move into the property within 12 months of completion
Live there as your principal residence for at least 6 continuous months
The HLPE expires 30 June 2027
HomeGrown Territory Grant

The Northern Territory also offers the HomeGrown Territory Grant — a cash grant separate from stamp duty. You can receive both the grant and the HLPE if purchasing an eligible house and land package.

$50,000 — For building or purchasing a new home
$10,000 — For purchasing an established home (expires September 2025)

What is the House & Land Package Exemption?
The HLPE provides a full stamp duty exemption for first home buyers purchasing eligible house and land packages in the NT. There is no value cap, but it must be a single contract from a registered builder. The exemption expires 30 June 2027.
What is the HomeGrown Territory Grant?
The HomeGrown Territory Grant provides $50,000 for new homes and $10,000 for established homes (established home grant expires September 2025). This is a cash grant separate from stamp duty.
Is there a general FHB stamp duty concession in NT?
No. Unlike most other states, the NT does not have a general first home buyer stamp duty concession. The HLPE only applies to eligible house and land packages. Note that the HLPE is not restricted to first home buyers — any buyer meeting the criteria can claim it. If you buy an existing home or land separately, you pay full stamp duty.
